Proposition HHH Supportive Housing Loan Program, 2018-2019 Call for Projects Round 2

The Los Angeles Housing + Community Investment Department (HCIDLA) is pleased to announce the release of the 2018-2019 HHH Call for Projects Round 2, effective October 19, 2018 to November 19, 2018 at 11:59 PM (PDT).  Applicants may access HCIDLA's online application at http://hcidapp.lacity.org/NOFA.  Applications received after the close of the application period, at the discretion of HCIDLA, may be rejected without further consideration. 

To view the Proposition HHH PERMANENT SUPPORTIVE HOUSING PROGRAM REGULATIONS, POLICIES, AND PROCEDURES 2018-2019 (Proposition HHH Regulations) or other relevant materials approved by the City Council and Mayor, please visit the HCIDLA Library.  HCIDLA will continue to update and post responses to the Call for Projects Frequently Asked Questions on the HCIDLA Library.  All questions related to the Proposition HHH Regulations may be submitted to hcidla.hhh.cfp@lacity.org.

Please note, the Council Office Letter of Acknowledgment (attachment 2.7), and Supportive Services Plan or Measure H Letter (attachment 2.12.5) will not be required for the 2018/2019 HHH Program Call for Projects Round 2 application.  Applicants should assume all PSH projects will receive service funding from Los Angeles County Measure H funds.

In preparation to publish the 2018-2019 Proposition HHH Loan Program Regulations, the Los Angeles Housing + Community Investment Department (HCIDLA) invites all interested parties to attend a stakeholders' meeting to discuss and solicit comments on changes to the 2018-2019 Regulations.

Information on Upcoming Call For Projects (CFP)

The Los Angeles Housing + Community Investment Department (HCIDLA) will accept online project applications from February 5, 2018 to March 5, 2018 at 11:59 PM (PDT).  Applications received after the end date, at the discretion of HCIDLA, may be rejected without further consideration. Successful projects will be recommended for Prop HHH funding commitments.

HCIDLA will continue to post responses to CFP Frequently Asked Questions in the HCIDLA Library.  All questions related to the Prop HHH Regulations may be submitted to hcidla.hhh.cfp@lacity.org.

HHH Welcomes Innovation

The Proposition HHH Program Regulations require projects to be financially structured using tax-exempt bonds and 4% tax credits.  Projects proposing a financing structure utilizing the 9% tax credit scenario would first need to apply to the HCIDLA Managed Pipeline and be accepted pursuant to the Pipeline Regulations.  The Proposition HHH Regulations also allow "alternative financing structures" to be submitted and proposals reviewed and analyzed on a project-by-project basis. Since the passage of Proposition HHH, various ideas for PSH housing have been informally proposed, e.g., hotel/motel conversion, housing built from shipping containers, and tiny/micro home units.  HCIDLA acknowledges the need to encourage innovative ideas and therefore will allow the submittal of non-traditional financing models of housing.  However, HCIDLA will still continue to require the City's established policies for affordable housing construction, including wage compliance, relocation, environmental review, fair housing and federal accessibility requirements.

Deadline and Alternate Contact for Supportive Services Letter (Section 2.12.5)

Prop HHH applicants who plan to obtain a commitment letter for supportive services (funded by Measure H) from LA County Department of Health Services (DHS) should also contact Christin Doyle, at cdoyle@dhs.lacounty.gov for letter requests.  The main contact, Leepi Shimkhada, is expected to be unavailable. DHS needs to receive requests for support letters no later than 12:00 p.m. (noon) on December 21, 2017.

Information on Upcoming Prop HHH Call For Projects (CFP)

On November 3, 2017, the Mayor released the HCIDLA report requesting authorization to approve and release the Proposition HHH Permanent Supportive Housing Loan Program Regulations and open the 2017 Call for Projects. The item is currently pending review and approval by the Homeless and Poverty Committee and City Council. A draft of the revised Regulations is now available to allow our stakeholders more time to prepare for the December 22 CFP submission deadline. However, respondents should note that the draft Regulations are pending final review and approval by the City Council and Mayor. HCIDLA will announce the availability of the final Council-approved version in early December 2017. The Prop HHH Loan Program will have additional recurring CFPs in February, July, and October as scheduled.
