Latest Action Plan

Each year, the City develops an action plan as a guide in implementing projects and programs for federal grants to fund projects such as domestic violence shelters, services for the homeless, construction of affordable housing, small business assistance, construction and rehabilitation of public facilities, such as parks, community centers, and installation of street lights, and housing and services for people living with AIDS.  

The Mayor and City Council have approved the Second Year, Program Year 45, Action Plan covering July 1, 2019 to June 30, 2020, which can be found here.  For the Executive Summary, please click here.

Preparations for the 46th Program Year Action Plan for 2020-2021 have begun.  Please see the Mayor's Letter with priorities and goals for the coming year.

City's Housing and Community Development Plan for Program Year 44

Executive Summary:  Provides an overview of the funding and goals for this year.

2018-2019 Action Plan (Program Year 44):  Discusses our plans for the community regarding housing and community development needs, primarily for lower income residents.  You can see the original budget of projects and programs funded this year as Attachment B of the report to Council.

Community Participation:  In creating the plan, we held community forums where we gathered ideas and comments from the community.  Attachment H of the report to Council documents what was heard at the meetings, as well as what the community had to say through letters or emails.

Mayor and City Council Reports:  The Mayor released a proposed plan and then the City Council reviewed and approved.  You can see a record of the revisions and outcomes from Council meetings and the Mayor’s approval of the final plan and the contracts that were approved for funding.
