AFFORDABLE HOUSING MANAGED PIPELINE

&

PROPOSITION HHH PERMANENT SUPPORTIVE HOUSING (PSH) LOAN PROGRAM  

​The Los Angeles Housing + Community Investment Department (HCIDLA) has released the two following documents for a 30-day public comment period:

  • Affordable Housing Managed Pipeline (AHMP) Regulations with Proposed Changes
  • Proposition HHH PSH Loan Program Proposed Regulations    

In preparation for the 2017 Call for Projects, HCIDLA will be hosting a Stakeholders’ Meeting to discuss the proposed Regulations and receive public comment.  Public comments are due to HCIDLA by September 29, 2017 at 1:00 PM and may be submitted to: HCIDLA.CFP@LACITY.ORG
 
In addition, HCIDLA invites you to attend the Managed Pipeline and Prop HHH Loan Program Stakeholders' Meeting to discuss and solicit comments to the proposed Regulations.

AFFORDABLE HOUSING TRUST FUND

2016 CALL FOR PROJECTS & BIDDERS' CONFERENCE

The Los Angeles Housing + Community Investment Department (HCIDLA) is pleased to announce the release of its 2016 Affordable Housing Trust Fund (AHTF) Pipeline Regulations and open the 2016 Call for Projects effective September 1, 2016.

To view the 2016 AHTF Pipeline Regulations, please visit the HCIDLA Library.  Applicants may access HCIDLA's online application at http://hcidapp.lacity.org/NOFA and submit the required electronic application no later than October 3, 2016 by 11:59 PM (PDT).  Applications received after this date and time, at the discretion of HCIDLA, may be rejected without further consideration.

HCIDLA, as part of HUD's funding requirements, encourages potential or current Community Housing Development Organizations (CHDO) to also apply for this funding.

HCIDLA will be hosting a Bidder's Conference to discuss the Call for Projects and answer questions.

Call for Public Comments and Stakeholders’ Meeting

On November 3, 2015, the City Council and Mayor authorized the Los Angeles Housing and Community Investment Department (HCIDLA) to release its proposed changes to the 2015 Affordable Housing Trust Fund (AHTF) Pipeline Regulations for a 30-day public comment period and to host a Stakeholders’ meeting to discuss the proposed changes and receive public comment.

Public comments are due to HCIDLA by February 29, 2016 at 1:00 PM and may be submitted to: hcidla.cfp@lacity.org

In addition, HCIDLA invites you to attend the AHTF Pipeline Stakeholders' Meeting to discuss and solicit comments to the draft Regulations.

WITHDRAWAL OF CASA DE ROSAS RFP

Dear Casa de Rosas RFP Applicants:

The City of Los Angeles Housing + Community Investment Department (HCIDLA) is withdrawing the Casa de Rosas (2600 S. Hoover Street, Los Angeles, CA  90007) RFP. Consequently, HCIDLA will not be accepting any applications for the Casa de Rosas property.

The withdrawal of the Casa de Rosas RFP does not affect the Rosa Parks Phase II and Hyde Park Library RFP's.

2015 CALL FOR PROJECTS, REQUEST FOR PROPOSALS AND BIDDERS CONFERENCE

The Los Angeles Housing + Community Investment Department (HCIDLA) is pleased to announce the release of the 2015 AHTF Pipeline Regulations and the opening of its Call for Projects effective May 22, 2015.

Applicants may access HCIDLA's online application at http://hcidapp.lacity.org/NOFA and submit the required electronic application and supporting documents no later than June 22, 2015 by 11:59 P.M. (PST).  To view the 2015 AHTF Pipeline Regulations, please visit the Library. Applications received after this date and time, at the discretion of HCIDLA, may be rejected without further consideration.

HCIDLA also announces the issuance of its Request for Proposals for the rehabilitation and development of three City-owned parcels: Casa de Rosas, Rosa Parks Phase II and Hyde Park Library.  For more information, please  visit http://www.labavn.org.  The deadline for submission is no later than June 30, 2015 by 4:00 P.M. (PST).

On May 1, 2015, HACLA announced the opening of the PBV NOFA 2015 Round 1.  HCIDLA, as a courtesy, is informing its development partners and stakeholders of the PBV NOFA. HACLA invites proposals from qualified developers for Permanent Supportive Housing (PSH) projects.
